Four successive blasts hit the Iraqi city of Karbala on Sunday, killing at least 15 people and wounding more than 100.
The first bomb, attached to a motorbike, exploded at a local government building.
Three other detonations went off shortly afterward as people gathered to help those who were wounded by the first explosion.
Police say that when the blasts occurred many citizens were at the government building to apply for passports or for other processes.
On September 12th an armed group attacked buses carrying Shia pilgrims, killing 22. They were returning to the major Shia holy city of Karbala.
Police suspect that Sunday's explosions were carried out by an extremist group amid confrontations between Shia and Sunni Muslims.
The United States will withdraw its troops from Iraq by the end of December.
